Well.. I have got some ideas.

Besides Cookies, IPs, ISPs, Geolocation, i think 
http://panopticlick.eff.org/ seems to be a strong way and will be one of 
my main ways.

Feel free to add some ideas.

The filter will be configurable from banning instantly or just logging 
suspect logins.
