The MD5 Hash of the IP is stored with the vote. 
In this sense it is limited to one vote per installation.
A second vote from the same IP overwrites the first vote.
(for the given combination of extension, version, T3version).

The advantage is, that you can change your mind, in the 
moment you discover, that you just forgot to install the 
static template and the extension itself is working fine.

A gray area is remaining for those, who are working
with a dynamic IP.
