[TYPO3-english] Workflow - published until approved by chief editor

Thanks for your help. I have read the documentation, I did workspace
"Draft" and have given a group of users.
When I login to the user then actually turn on the workspace "Draft" so I
make the change. This change is recorded in the "Draft" and a moderator
can approve it but it does not matter because it was published. Why is
this happening? What am I doing wrong?
