[TYPO3-english] typo3 v.4.7.4 and global scope

Alessandro,

So .... what's wrong? You can limit your user(s) to install either local 
or global exts, or disable at all.
There are so many installations around the world which use both global 
and local extensions installations ... so ... please, explain.
