Reading the manual beforehand should give information about this.

Most extensions do not have proper limits set, thus this is useless.
But there was an agreement (I think on the core list) to force extensions 
authors to set the limits. Maybe a new version of the TER will deny uploads 
without proper limits (e.g. max current major version number).

But I do not know how much is already done about this.
