for which country?
as every country may have it's own logic behind ZIP codes.

in germany a city can select the state but not the zip, as there are 
multiple ZIP codes used in a big city

also the selection of city by the ZIP code may be ambigous (depending on 
your definition of 'city': it is possible that multiple smaller villages 
share one ZIP code)


otherwise you just need to have all your data in a table to get the 
proper selections done with php or typoscript
