Forgive my old brain from skipping it :-) Not intentional.
Surf is a pretty small tool, but for many bigger environments rather
important. As you may have noticed deployment is with TYPO3 CMS 4.x/6.x
rather difficult. As far as I've understood Surf will help with
deploying the software through the various stages of a
dev-test-accept-production street. I'm sure there was no tool which
suited the requirements for Flow/Neos.
We also have RTE HTMLare in TYPO3 which is maintained as a tool. The
original version is no longer developed (for some time now) and
switching to another default RTE is quite a task too (especially when
you have to support all those setting that people have been tweaking
over the years). In Neos there will be Aloha for editing texts.
