[TYPO3-english] Budget Applications for 2013 published

Dear all,

we have published all budget applications for 2013:

The budgets are presented in a forum where everyone can discuss, and
everyone is encouraged to participate in the discussion.

The call for feedback ends at November 5, when the priority poll will
start. At this time, association members can cast their vote on the
budgets usage for 2013 (more information on this will certainly follow).
