[TYPO3-english] DNT for TYPO3

TYPO3 itself is not collecting data (I hope so) but lots of extensions are
collecting data which are in TER.
As more and more Countries seem to follow the German way an easy way to set
DNT support would be appreciated I think.
Right now the integration of "ask the visitor first" extensions are either
more or less ugly looking or disturbing. DNT is a different approach using
the browser setting to determine in General throughout many websites if
data will be collected or not.

I am not sure if this is useful or not as I haven't tested it. Right now
only Firefox seem to support the OPT OUT feature but also Microsoft has
something similar
