[TYPO3-english] Enable HTML CE textarea resizing

Is there a way to resize the textareas used by HTML CE's?

There doesn't seem to be an option to resize them (resize texareas is 
enabled in user settings). Is there maybe away to enable this via 
pagetsconfig or to add the button that allows you to enlarge the textarea?
