[TYPO3-english] l10n RTE import errors

When importing translations back into TYPO3 with l10nmgr we are running 
into errors in some languages with RTE content elements. TemplaVoila 
flexible content elements don't have an issue.

If we manually take the translated content from the XML file and paste 
it into the RTE in <> raw HTML view, then the results are correct.

The issue happens with Russian, Turkish Vietnamese and Chinese RTE 
content. There is no issue with Spanish, Japanese or Arabic.

Can someone suggest how I can debug this?
