[TYPO3-english] Characters not rendering correctly since 4.5 - 4.6.9 upgrade

Dear all,

Since upgrading to 4.6.9 the rich text editor doesn't seem to like characters 
such as a £ ô or any html codes such as ô

These now display as follows:

pound sign from keyboard                  £
a circumflex from keyboard (alt131)     â
o circumflex from html utf8 code ô

I have lib.stdheader.10.setCurrent.htmlSpecialChars = 0 set and the alt 
characters from the keyboard display correctly in the headers but not the £.

Does anyone have any ideas what has changed in the standard config to prompt 
this, if it's a bug or do I need to add something to the tsconf to change this?
