Hi Tom,
Hopefully you understand the way a website is presented to a browser: with
css files, and html files (as .html or .php) (other sorts of files come
into play as well, .js, images, but we'll ignore that for now). Typo3 does
not support setting CSS in the core per se, you must build your own CSS
files and add the files to the page headers - there are probably extensions
that do some sort of CSS handling in Typo3 for you if you wish.
A Typo3 text content element contains a 'Rich Text Editor', an RTE. This
RTE can output text with certain markup. You can actually do quite a bit of
inline CSS styling within the RTE as well, but for consistency you should
not use inline stylings. The RTE by default supports different text styles,
for which CSS rules can be made in your CSS file - e.g. you can turn some
text into an h2, and then style that within your css file you output.
I don't deal much with CSS in our development, however I believe
css_styled_content contains its own stylesheet that can be a base
stylesheet for your site.
You can configure the RTE to do a lot more than what is does by default,
e.g. you can add a custom style in the drop down list, so you get special
markup. If you want to know more about changing the RTE check out this

If I completely misunderstood your question, sorry, I still haven't had the
morning coffee.
