[TYPO3-english] Powermail plugin not available to BE user

A BE user group is created to allow a user to insert Powermail content 
elements, but the plugin is not available in the new CE wizard. However, 
if the user inserts different content element, it can be changed to a 
Powermail CE.

In the access lists I have:

Tables (modify):
	Fieldsets
	Fields
	Mails

Allowed excludefields:
	pagecontent: Formtitle
	pagecontent: Email of recipient
	pagecontent: Subject for recipient's email
	...
	pagecontent: Auto-redirect after confirmation
	Fieldsets: Language
	...
	Fieldsets: Add CSS Class
	Fields: Start
	...
	Fields: Add CSS Class
	Mails: Hide
	Mails: Additional Information

Explicit allow/deny field values:
	[allow] insert plugins
	[allow] powermail

Can someone point me to what I have missed?
