[TYPO3-english] page type shortcut: no dynatabs

hi list

in one of my installations i don't see dynatabs in the page properties 
of the page type "shortcut". see the two screenshots:
- without dynatabs (wrong)
- with dynatabs (correct)

after having upgraded to version 4.5.10 there is still no change.
so i assume it must be a parameter which is wrongly set in config.php?
or can it be an EXT?
