Workspaces is a sys-Extension. The Manual can be found in the 
Extension-Manager or direct at 
typo3_src/typo3/sysext/workspaces/Documentation/manual.{odt|pdf|sxw}

in short:
create new Workspace for news-editors
insert owner of workspace (with rights to publish)
insert members (to work)
modify rights of editors to edit only in your workspace

be aware to insert email-addresses in your BE-user-configuration!
