[TYPO3-english] PIWIK no JS Code

Hello Jigal,

as this extension has no content element which is included, but only a
view lines of js this would need to have a global static template, which
i do not like for performance reasons, so there is no way to check
something, if it's not executed ;)

Once the TS is included, there are several check, which result in html
comments in the html output ;)
