I;d prefer an option in the Install tool: "Enable developer mode in EM". No 
extensions needed because sometimes you cannot install Extdeveval but you 
need those dev functions. Think of a bank web site when you are not allowed 
to install anything without a many days of approvals but you are asked to 
investigate something urgent.
