Anybody can solve a core bug. If you make a typo3.org account (which is 
free of course) you can also register in Gerrit (the review tool at 
review.typo3.org). In the wiki you can read how to make patches and how 
to push them to Gerrit [1].

If you are not a programmer yourself you or your client could hire 
someone to do the work for you.

It is sometimes also possible to hire/sponsor a core developer. If they 
are freelancers it may be possible to hire them directly, or it may be 
arranged with the company they work for.
It's not that money can buy you priority, but most of the core devs do 
the TYPO3 work in their spare time or time donated by their employers. 
If you hire one the work can be done in the time they need to make 
themselves a living.
You could contact the authors of feeditadvanced directly, ask for 
someone in the typo3.jobs list or maybe in the typo3.dev list if 
somebody is interested.
