It still sounds mysterious: what i understand is that you got two menu 
bars; you want to show certain pages in the 1st level menu, and others 
in the 2nd level menu. Then you hide some pages, and one of the bars 
disappears. (Which is perfectly ok if you hide all the pages it's 
supposed to display.) Maybe it would be easiest to just post the 
relevant parts of your Typoscript setup and page structure so that we 
can see what you are doing.
