No, it's only there if you uncheck the option "Crop lines".

In typo3/sysext/tstemplate_objbrowser/class.tx_tstemplateobjbrowser.php 
is a condition:

if ($bType == 'setup' && 
!$this->pObj->MOD_SETTINGS['ts_browser_fixedLgd']) {

before this option is shown.
