[TYPO3-english] GSOC Idea:Static File Caching

Hi All,
I am Nikhil Gupta 3rd year student pursuing my B-Tech in Computer Science
Field from IIIT Hyderabad.
I am interested in the the GSOC project(Static File Caching) given on the
typo3 site,I have developed a proxy server as my computer course project
which has the same basic ideas as that of this project.
I have some good ideas for  this project.
Please,tell me what should i do to proceed for this project
