[TYPO3-english] t3lib_error_Exception

Greetings,

I am receiving the following error when trying to edit or create any backend user. Has anyone experienced anything similar?

I looked around the bugs.typo3.org and while there were some similar incidences nothing seemed to match up to what I was experiencing.
