[TYPO3-english] Is it possible to run about 800 -1000 Low Traffic Websites in one TYPO3?

I would place most of the common shared files to a cdn. If all 
websites look alike, place a shared css (for ex. the grid) to the cdn, 
specific stuff can come from your server (for ex colors.css)

And of course static publishing as much as you can.
