Did you create the Website Language records in your Global PID 0 for English
and German?

English is 1, German 2 per your TS.

Did you also set the 1 and 2 to the correct languages in RealURL?

Have you tried turning off RealURL to ensure the 1/2 works and then enable
RealURL to see where things break?
