[TYPO3-english] UTF-8 problems

I have problem on several typo3 sites, with the UTF-8 format.

Even If i in the install configuration choose UTF-8 file system and 
afterwards clear cache etc, than I fx in "filelist" am not able to make the 
characters I need, as they are simply renamed

As I have the problem generally on my sites, there seems to be something I 
am missing in my config ?
