It is disabled by default.

Could you please recheck, if mm_forum really silently assumes that it is 
enabled?
IIRC it does not have to be globally enabled (read: for the core 
caches), but can used by extensions anyway. If so, enabling it globally 
to solve the issue sounds a bit weird.
