I actually didn't explain myself correctly.
I actually meant that external web site users who access my site.
How do I let external users safely access a whole folder of files without
any security risk to my site ?

No, there's the so called Filelist module. It allows you to access the
folder fileadmin/ of your installation and manage files in there.
Have a look at the module menu on the left, it's in section "File".
