This depends on your point of view.
I, for example, think it's pretty inflexible to be forced to translate
every single content element I have :)

I have something like this somewhere around.
It adds a flag to every page marked as "root" which will do this on the fly.
The first thing you should ask yourself is:
What do I want?
Do I want two languages in the SYSTEM to switch places?
Or do I want language XYZ to be shown to the BE User in the
pagetree/content elements?
