I did, but I'm not 100% sure this is a dbal issue, because it might also be
in the TYPO3 core (t3lib_cs::substr).

I agree. This seems to be a bug. Could you please open a bug report with
what you found out on http://bugs.typo3.org ? Make sure to select subproject
"dbal" and give info you wrote here.
