[TYPO3-english] Deactivate Flash Uploader Module for all!

Hi there,

although most like the flash uploader module that came with 4.3 it has 
it´s small issues and for a page i administrate i came to the conclusion 
that i should deactivate the flash uploader completely.

i know that i could click this feature away in the user settings of each 
user. >> but is there no elegant way to completely skip use of the 
uploader at all?

didn´t find something in install tool or in the first three result pages 
of several search attempts ;)
