[TYPO3-english] content_fallback not to default language

It shows that the third content element (without title => [kein Titel]) 
is translated to all available languages.
German is the default language (Standard).

The second table shows the page translations (alternative Seitensprache).

So he should be able to see his page in all languages and with the 
fallback.
