[TYPO3-english] headline: layout and csc-firstHeader

Hello Oliver!
It doesn't work perfect as well. Layout 1 and 2 get wrapped with h2 and
the last layout is h3 then.
It seems like Layout 1 and 2 are linked someway. Isn't it?
