you can disable translation from parameters to CoolUri by TS, simply by 
disabling config.tx_cooluri_enable = 0 for given site.

However, the other way round is not possible. Translation from CoolUri 
to parameters cannot be disabled this way because you cannot get 
template record when you don't know page ID and you know page ID once 
you translate CoolUri to parameters.
