[TYPO3-english] mod_security rule modification for phpmyadmin extension

This has been done last week ;-) The idea is not to loose time but more 
to reserve this extension key to do something real instead of having an 
outdated waf.txt file not being maintained anymore.

Security members may join the project or I may even transfer them the 
key if it makes more sense.
