[TYPO3-english] NET-enabling start-tag requires SHORTTAG YES

This meta line is in the source html
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" >

but Html Validation fails and the line has been replaced

    <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1"
/>

Why is the meta line replaced and how can I get the correct line in the
html?
