[TYPO3-english] Touch Error on Install Tool

I was going to install Typo3 but when I goto the install tool i get this error up on top

Warning:  touch() [function.touch]: Utime failed: Permission denied in /home/rcbit/public_html/typo3/sysext/install/mod/class.tx_install.php on line 319

The install tool still loads below this and i can probably complete the install but I am lost as to what this error is talking about and how to fix it.  Any ideas?
