[TYPO3-english] Condtion problem - new way

When it doesn't go one way maybe i can try the other :-)
Is it possible to make this condition:

if news_cat_uid is_in_List 34,25,45...  make 20 as TEXT element else

  20 = COA
  20.10 < plugin.tt_news
  20.10 {
      bla bla bla...
   }
  }
