[TYPO3-english] configure "make new translation" list field

Hello...
how can i configure this list (in my installation i have 10 Languages)
it is a multidomain system
but in one domain i will only have the possibility to select out of tree 
of them...
i think this must be possible with TS-config in the rootpage of this 
domain, but i can't find a solution

and second.... ist this the same when i use templavoila ?
