[TYPO3-english] Flexible content question

Hi. I often have requests to provide backend users posibility to add some 
text/image content that's placed inside some predefined html template. So, 
suppose you have some standard page design with 3 columns where first column 
has many content elements, second column with main content (some text) and 
third column same as first. Now, BE users often want to create some 
text/image placed in some colorfull html box that will be shown in first or 
third column. And not only one, but many such contents which can be ordered 
up and down as they want. How do you do this in Typo3? Is it easier to do 
this with TemplateVoila or there is some extension which can take text/image 
input and apply some user created html template? Thx.
