[TYPO3-english] rte and image sizes

I know that when adding images to the rte you can specify a size for the
image, is there anyway to do this on a site-by-site basis? With tsconfig?

Alternatively, all images I add by the image button in the rte have a size
of 300 wide (unless I enter another value). Where does this 300 pixel size
come from? Can you set this in TypoScript?
