Actually a similar list, with extension names and linked author
names is generated in the backend on the page 'Help > About TYPO3'.

Direkt URI when logged in:
http://www.yourhost.com/typo3/sysext/about/mod/index.php

Maybe you can reuse the code in
a frontend plugin.
