[TYPO3-english] Combining comments and ratings like on TER?

I know that ext:comments and ext:ratings can be combined as the manual 
for comments explains. But I want it to work like in the extension 
repository on TYPO3.org.
Each user should be able to rate and comment one time and the rating 
should belong to the comment(or vice versa?).

Is this possisble with these to extensions?
