[TYPO3-english] Localization does not work

I had (all but the temp_* in conf) but it did not help.

I solved it partly by patching t3sec_saltedpw (see here: 
http://forge.typo3.org/issues/show/3436).

That fixed the problem with felogin, but the problem with the filelist 
remains.
