You should never give non-admins access to the Template module, as said
in some of the other answers. Besides the possibility to include
php-script in TSsetup, they even have the possibility to break the whole
site.

The extension ConstantEditor (constant_editor) gives the possibility to
give BE-users with no admin rights access to Constants in the Template.
Used together with a simple selfmade extension, only with constant and
setup it's possible to finetune what the user can change.
Look at some of the starter extensions, there you will see different
possibilities.
