[TYPO3-english] Error Install DBAL

For me (Linux though) it worked to comment the line in the install tool 
that grabbed the adminCharsets.
Installed DBAL und uncommented the line again.

I don't (yet) know about other implications this raw hack might arise, 
so it is unofficial and without warranty :)
