[TYPO3-english] typo3.4.28 ENABLE_INSTALL_TOOL problem

Make sure your server time is the same when you upload the file with FTP;

saw that my FTP was one our off because of daylight savings;

TYPO3 does show the message 'found ENABLE...'  but when you go to install 
tool; the file is too old...
