[TYPO3-english] typo3.4.28 ENABLE_INSTALL_TOOL problem

Hi
 
I am trying to install typo3
 
Every time  I create ENABLE_INSTALL_TOOL it does but then when I go to
domain.com/typo3/install is says there is no ENABLE_INSTALL_TOOL, and when I
look back in the localconf dir it has disappeared. Deleted itself.
 
I have the source in the root dir and the dummy in a folder /cms/
 
Anyone else had this problem?
