the answer has been already posted - IE displays its 404 in case when 
404 sent is shorter than X bytes.

Instead of   you could make the HTML valid, which would add a lot 
of tags (HTML, HEAD, BODY).

Anyway, I didn't understand the problem at first. I thought that for one 
URL FF displays proper page while IE doesn't. But the problem was different.
