[TYPO3-english] Clear cache icon not expanding

In TYPO3 4.2.3 then clear cache is the lightning in the top right 
corner, when you push it it should expand and show you three option how 
to clear the cache. The same should happen with search, it should expand 
and show you a textbox.
What is wrong with the server setting when this is not happening?
On the server I am using nothing expand from this if you click it.
